2013 Legislative Forecast

With 2012 in the history books, we pulled out the crystal ball to look at what issues will arise in the legislature in 2013. With a new governor and a very unusual make up in the Washington legislature, 2013 looks to be an interesting year.

Impact Fees

Local governments throughout the state, including a few in SW Washington, moved to delay impact fees to closing. A strong effort will be made to adopt this statewide. Development project financing remains tight. Allowing impact fees to be deferred to closing will help keep those fees out of project financing costs and pass them off to the consumer who is actually creating the impact to local infrastructure.

We might see a push both from the development interest and local government.
