In 2012, local governments successfully got a reprieve of several years for Phase II municipalities from low impact development requirements (“LID”). But Clark County and other Phase I jurisdictions currently will be required to implement LID in their stormwater programs by August 2013. A strong movement is taking shape to change the stormwater requirements in Washington. Proposals range from creating local options or pilot projects, delays for the implementation of the LID requirements until additional studies can be completed evaluating the effectiveness of the technology, and the long-term maintenance costs to other more radical changes.

Governor-elect Inslee supported the idea of lean management on the campaign trail. Numerous business and trade organizations will continue to push Governor-elect Inslee and the legislature to adopt processes to streamline state agency permits. They will also seek to reduce the redundancies between federal, state, and local permits.
